CENTRAL PULP AND PAPER RESEARCH INSTITUTE, SAHARANPUR

The Central Pulp and Paper Research Institute (CPPRI), Saharanpur, an autonomous body under the administrative control of the Ministry of Commerce & Industry was set up on 11 November, 1980 under the Societies Registration Act, 1860 as a follow up of one of the UNDP project. Institute was created to cater research and development need of the pulp and paper industry in a coordinated manner.

The main objectives of the Institute are:

Functions and Areas of Work

The Institute, with its modern facilities and well-trained scientific & technical manpower, is attracting both developed and developing countries for technical/consultancy services. Apart from carrying out sponsored projects for the Indian industry, research projects have also been sponsored by other international agencies. The research & development activities primarily focus on industry oriented research programmes, which are approved by the Research Advisory Committee. These are broadly classified into the following areas:

These projects are intended to assist industry in becoming cost and quality effective.

The Institute also undertakes sponsored research projects and Provides consultancy/technical services in the areas of raw material preparation, pulping/bleaching, papermaking, chemical recovery, effluent treatment, energy conservation, air pollution etc.

Cumulative Achievements

Following are the achievements of the Institute in the year 2001-2002:

Technology development and patents: The institute developed the following technologies and two of the technologies were patented which are placed below: Process for the production of pulp from agricultural residues– A process for removal of lignin from black liquor to combat pollution in small agro base pulp and paper mills. Besides above, the Institute developed two fungal strains CPPRI – 1 and CPPRI - 2 suitable for biotechnological applications like bio-pulping in paper industry.

Overseas Cooperation

Business Development and Marketing Activities

In pursuance of the decision of Council of Association of CPPRI, a Base Office was set up at New Delhi. This will catalyze the institute’s interaction with pulp, paper and allied industries in the areas of:

Seminars, Training Programs and Interaction Meets

During the current year the institute has organized interaction meets on "USE OF RECYCLED FIBER IN PAPER AND NEWSPRINT" and "BIOTECHNOLOGY IN PULP AND PAPER" besides four training program in the areas of raw material, puling & bleaching, energy & environment and chemical recovery.

Paperex 2001

CPPRI participated and co sponsored the international conference on sustainability and competitiveness of paper industry in the new millennium held at Pragati Maidan from December 14-18, 2001. Two technical papers were presented during the conference. Publications CPPRI released testing manual comprising of 160 test methods for the analysis of fibrous, non-fibrous raw materials, effluents from pulp, paper and allied industries for various end users. Besides above the Institute is bringing out two bi-annual news letters, published nearly 25 technical reports under sponsored projects as well as 25 research papers were presented and published in various national and international seminars.

Annual Performance

There are 16 on going research projects in different areas such as raw material process research, energy conservation, environmental management, quality improvement: and technology transfer. Twelve research projects are at the stages of completion and we expect these research projects coming to an end by 31 March 2002. Four research projects will be continued.

Cess Funded Research Projects

Institute is implementing 12 cess funded research projects in different areas out of which six projects will be completed during the current financial year.

CPCB Sponsored Research Work

Four research projects sponsored by CPCB are continuing out of which one will be completed during the current financial year.

Other Sponsored Research Programmes

No. of other sponsored research programmes have been sponsored by industry associations and mills.

Internal Revenue generation

The institute has made considerable efforts in generation and enhancement of "Internal Earnings". Internal earnings other than non–plan and plan grants were Rs. 1.12 crore during the period April - December 2001.

Resource Mobilization

Grant-in-aid is received for both the ‘Plan’ and ‘Non-plan’ activities from Government of India, Ministry of Commerce & Industry, Department of lndustrial Policy & Promotion. Funds are also received from other international agencies, like UNDP for United Nations Industrial Development Organization (UNIDO) assisted projects and from different government departments for their specific sponsored projects. The institute also generates internal income/ receipts from sponsored work/consultancy/membership fee, etc.

Networking with User Organization and Industry

CPPRI is interacting consistently with the pulp and paper industry through various industry’s associations like Indian Paper Makers Association (IPMA), Indian Agro and Recycled Paper Makers Association (IARPMA) and Indian Newsprint Manufactures Association (INMA). Efforts have been made for increased interaction with the paper industry by working on specific projects aimed in the areas of resource conservation, environment protection, quality control and product improvement through cost effective production. The Institute’s commitment to the Industry is reflected by way of several sponsored and consultancy projects from pulp and paper industry. The Institute has been able to project its expertise and facilities at the international level also and expert services have been provided to various countries like Turkey, Thailand, DPR Korea, France and Bangladesh etc. in the areas of process technologies and cleaner production techniques. More than 50 pulp and paper mills were visited by CPPRI scientists in connection with energy and environmental audits, consultancy services and sponsored projects.

Future Thrust Areas for R & D Work

Research schemes for 10th Plan in area of environmental management, resource conservation, increased raw material for paper industry quality improvement are taken up. During the 10th Plan these, projects will focus on these four issues to make the paper industry sustainable and globally competitive. Besides these projects, the institute shall be strengthening its capacity, which will be a step forward in the self-sustainability of the institute.
